Your wild guess is actually almost spot on! It’s not necessarily a sarcastic phrase for お疲れ様です but more often than not it’s used in a very casual way. Of course, either ways, this means that you wouldn’t want to use this to someone of a higher standing (i.e. your bosses at work).

No offense but these slangs are basically for youngsters. People might judge you if you’re an adult enough and using it. Coz these slangs sound kinda stupid for some reason. These are just shortened form of words. It’s not how SLANGS work.

And for the おつ, I remembered first of おつぷり (I'm a big fan of すとぷり, so yea), but I know it's お疲れ様でした! You just need to add the おつ with the person's or group's name, I think, and you're thanking for their hard work :)
