  • This seminar, organised by the Belgian presidency, will focus on dual-use capabilities related to military mobility. It aims to deepen discussions on military mobility from a North-South and East-West approach, with a particular focus on horizontal issues within the scope of dual-use capabilities (dual-use infrastructure, legal, financial, cyber).
    Military mobility is a key priority for both the EU and NATO. The EU initiative aims to ensure the rapid and seamless movement of military personnel, equipment and materiel within and outside the EU, including on a short-term basis and large scale. The initiative aims to create a well-connected network with shorter response times and a secure and resilient infrastructure.
    The EU believes that military mobility is vital to its security and defence, as it enables the armed forces of EU member states to respond quickly and on a sufficient scale to crises occurring on the EU's external borders and beyond. The initiative will also improve EU crisis preparedness and response by ensuring the smooth, efficient and effective movement of military personnel and assets within and outside the EU.
    NATO and the EU play complementary, coherent and mutually reinforcing roles in supporting international peace and security. The development of European defence capabilities is an essential part of joint efforts to make the Euro-Atlantic area more secure and ensures the transatlantic burden is shared.
    During the seminar, based on several panel discussions, participants will exchange views based on a Food for Thought paper. The main results of the seminar will be published in a seminar report, which will serve as a basis for further policy discussions in relevant EU frameworks (EUMC, PSC, Legal Directors Meeting, Cyber Commanders Meeting or follow-up HU/PL presidencies).
    The target audience consists of high-level experts and politicians from the broader public who are involved in and influenced by EU decision-making (policy-making).
    The aim is to bring together experts from the institutions and member states to discuss the progress and challenges they face in implementing the Strategic Compass and EU Action Plans in related areas (with an opportunity to discuss lessons learned about the UKR war).
    The medium-term objective is to contribute to Council conclusions in June 2024 to increase policy, legal and financial attention to military mobility (with a particular focus on overall mobility infrastructure and cyber capabilities). In practice, this could be implemented with the proposal to assess the implementation of EU action plans in relevant areas (mobility, cyber, assistance to UKR) by taking a broad geographical perspective.
