He painted mostly children with those eyes... Not because he was lazy (as far as I know), but because he wanted to express something, and let the audience decide what is it. Melancholy or some kind of sadness, or maybe a kid's inner world, or whatever, though these are just speculations. He said "I just wanted to express on the canvas a father's emotion.". I couldn't find other quotes... But I enjoy trying to imagine the meaning behind it :D

The nudes had very little modeling though were posed nicely. The portraits had some psychological depth. Very interesting. Overall, his work is different. I have been to Bucharest. Romania is a beautiful country with beautiful women. I felt sad looking at his paintings. Maybe, it was the music! Not sure! The vibes I got were telling me that he had a sad and a hard life. I've not encountered this artist before, thankyou for introducing him.....he certainly had a problem with eyes but maybe that was his thing!

Apparently he painted mostly kids that way, not just females. From what I've read about him, at least.
