Good question. I've often wondered the same thing.
Ragtime music was "never played fast" according to its creator Scott Joplin. I think she meant to say it slowly for her.
It's one of her stock phrases. I've never heard it anywhere else. But I like it!

I can't believe how horrible Rayburn's hair looked in these first episodes.
