I think in this case garrison reduces damage output. Chu Ko Nu's bonus arrow has 2 pierce damage and 0 melee damage, which is 3 after ram's negative armor. But you need a lot of those extra arrows to add to another one of castle's arrow.
yes its more effective to attack battering rams with Chu Ko Nu's. However, in a scenario where the opponent's paladins charge at the Chu Ko Nu's, we must bring them inside the castle to protect them.
I would not be so sure as Chu Ko Nu also add decent number of arrows to castle and Persians castles have decent bonus vs Rams, sure it will reduce effectivity of those small arrows, but it will increase effectivity of their big arrow, and if all those combined will add 2 arrows per ChuKoNu to castle (not sure if it will) then maybe it will be better for them to be in castle.
@@belisarian6429 siege rams receive only +1 bonus damage vs rams, becoz of their own ram armor class of +2. It's better to put the CKN outside the castle to take out the siege rams, then garrison.
Isn t the number of arrows dependet on the units damage? In that case Janissaries should get a better result. That s also the reason, why with 10 Janissaries a Teuton bombard towers you can achieve multiple cannon balls.

Even without the attack bonus, the rate of fire alone would make them very good vs rams

CKN's DPS is better than Jans. Teuton BTs have more cannonballs when fully garrisoned with CKNs than Jans.
