Is Juvenile Myoclonic epilepsy (100% controlled with medication) considered a reason for refusal for student visa /PR? The cost of medication is very little. How do they decide the medical cost?

I received an s57 PIC 4005 for visa 190 application due to medical reasons. I have a past history of leukemia but already in remission. But the medical officer still concluded that a hypothetical person with the same condition could have a strain on the Australian healthcare system & would cost AUD500,000 for treatments & medical expenses. He concluded that I did not satisy the health requirements. How do I respond to this if I’m already in remission & treatment-free?? And this has been mentioned already during my medicals. I’m not sure why the medical officer still didn’t take it into consideration?
