The thing about tax brackets is that it only covers the money in said higher tax bracket. For instance if up to 15000 is one with a 25% tax, and up to 25000 is the next with a 35% tax, and your income is 16000, you'll onpy pay the 35% on the 1000 in the higher bracket. You'll still be paying 25% on the 15000 portion of your income.
