No longer in prison but still under the supervision of the Probation Service, which is charged with assessing and lowering the risk that former prisoners pose to the public. But something, it seems, is going wrong.
Figures obtained by this programme show that on average, every week a serious offender on probation is convicted of murder.
And in an exclusive interview, a serving probation officer has told us she and her colleagues feel pressure to assess offenders as 'lower-risk'.

The probation service has undergone restructuring by the tory party that has made problems significantly worse. So many POs left or retired as I did under Chris Grayling's transforming rehabilitation policy. It was always doomed to be a failure, putting lives at risk. There was definitely an unwillingness by SPOs to increase the risk rating when the risk was actually increasing.( I was often working at 140% capacity, with over 70 cases instead of the recommended 35). Especially when it came to male offenders with convictions for violence against women. I had an SPO and PDA (training facilitator) who seemed to have little understanding of the high risk that these types of offenders pose and we'd butt heads about it. The fact that the offenders even went to prison at all tells me he was a high risk offenders because that's not usual. Homicide through domestic abuse is the most predictable of homicides but it's not treated with that urgency. The problem isn't just with the probation service it's with sentencing. When the government decided to defund women's refuges, putting more women at risk they were telling us exactly how much they care about victims.
It's a horrible decision based on politics and popularity. The same with the demanded levels in school.
To make their little populist promises possible, they (politicians) need budget cuts and going after the voiceless is fast.
For example, if u lower the standard to pass year, the faster those repeating students are out of ed. inst. and so they cost less.
Same with other situations, lower the standard so more number of expense are out of the sistem provoking savings, such savings go into other areas of populist promises that shouldn't have been done in the first place but are promises the voter wants to hear.
It's that easy.
This country is totally doomed. And thousands are being let into the country without any checking
This has nothing to do with people coming from abroad. Try keeping your racism and xenophobia out of this conversation. The majority of offenders in the UK are British.
@@marisaJ1 what part of the coment made u think about people from abroad?
The probation service is working for darkness they dont care
It would help if the UK police stopped arresting innocent people and actually go after criminals (like many of their corrupt officers).
exactly you right in UK NCA and the police actually harassing the innocent people making something up 90 percents are created fake evidences cases just for the statistics
Exactly.
They got murders and rapist in their camp who have authority over us, and the ones caught are just the ones we know about.
Big problem.
I understand and appreciate that they had to disguise her voice. But why did they have to make her sound like Vogon Jeltz reciting the third worst poetry in the Universe?
It’s too frequent , they are downgrading local Criminal and Sexual Deviants to Low Risk . I blame PACT for a. Lot of this , PACT is a Dinosaur created by Blair.
Forgive my language but, Jesus f**kin' Christ! GRAYLING! Are they for REAL! This guy couldn't even make sure trains ran correctly without any f**k ups and they, the Tories, put this guy forward to be in charge of the Justice department!? And people are wondering why the probation service is in the disarray it's in NOW!. This man here has raised a few pointers on ways to possible turn things around with the work the service does, particularly the retired probation workers coming back to either help out with the work load or school and advice the new and inexperienced staff who's taken over there mantle but in seriousness, people going on about how bad the probation service is right now may as well save there breath, because their wasting their time. It's going to take years to undo the damage that's been to the service, even if Labour take over after the next election. And this is as a result of the service has been monitored over the last 12 years and that can't be changed overnight. When some progress in change does emerge, because it will have to, the only way to make sure this is to be maintained is if the current government is removed and NOT replaced ever again with another Tory government. I just can't believe it, GRAYLING Where they smoking crack when they made that choice?
Maybe Boris and Gove brought some substances to a cabinet meeting and when decisions like that were made and they thought deciding on serious appointments was a really good idea after taking it!
13 years of austerity
Another tory mess ,profits profits profits always the same tory 'sorry but we have learned lessons ' and then it happens again and the tories roll out the same 'sorry ad nauseum '
Probation workers need to be able to assess and manage risk across a high caseload of emotionally challenging clients with significant mental health, underlying trauma and often drug addiction.. with the same salary offers as soneone that stacks supermarket shelves .... What could go wrong
what you fail to understand is these probation workers are highly traumatized these centres are been run by kidults their working for darkness these demons in human form are all working amongst their own kind enabling each others bs its not whats the system can do for service user but whats they can get out of them loosh and control not reform their all lying deceptive parasites these probation workers
these probation workers are narcissit for the most part their evill so shut up about a service you no noting about
these probation workers have mental health issues their traumazied you fool their evil their mentally abusing offenders in these centres
That privatisation didn't go well.
slavery privatisation means real slavery you can see what's going in UK
The problem is our government, not the social bodies they control.
Well it would help if they vetted officers properly and when flagged up by other officers for poor or even criminal conduct, be relieved of their duty with immediate effect.
No need to worry about murders and rapist murdering the streets, we’ve got them in the MET earning a salary and getting a pension.
In this instance it’s not just the government to blame, it’s the culture of the MET and the services thereof. The officers that have been caught fir their crimes are just the tip of the iceberg.
the problem not goverment its the demonic force that governing them
Unbelievable smh ..
Ex prisoners should be given work for the probation service to aid the service, earn money to keep them away from prison and deter repeat offenders
Truly sad times, I think the career used to be taken up by people who wanted to attempt to make a difference, now they take 21yr olds fresh out of university with absolutely no experience or interest in the work and it's no surprise that they struggle to implement any authority on even the youngest career criminals let alone the experienced crims! I also noticed that the C4s viewpoint gave no mention of the extra workload that both legal and illegal immigration has had on the already failing PS? The service has been turned into this woke ridiculous setup we see today and criminals are playing it like a fiddle, expecting their PO to arrange everything for them, beit housing, healthcare or a shoulder to cry and moan on! And all this extra work done by the officer is not reflected in the PS Work-Load-Managment-Tool or WMT where most POs are already well over 100%! Instead the PS seems to be worrying more about how officers should be trained about how they should address a client with ridiculous pronouns ect, more than it is worrying about the clear lack of staff! That's not to say that is the whole problem but it has definitely had its role to play on workload with all the pathetic extra training ect. Also, paying its totally demoralised staff a decent wage, for instance the hard fought for poxy 3% pay increase was a complete insult and especially so to those already at the top of their pay-scale, to further insult their staff they have been told that unless they complete extra training they WILL NOT GET THEIR PATHETIC 3% PAY RISE!!!!
Police force or pander force.
its run by loosh feeding serpents of darkness demons are running the show not humans the high ratio of these probation workers have negative entity attachment
the modern day probation service is run by narcisist their evil parasites
He can hardly talk CPS are horrendous... They will only prosecute if it's nailed on so it won't effect thier conviction figures/targets
Zara losing her life was truly sad people need to understand tho these people are overwhelmed and under paid massive caseloads I have a great probation and she’s helped me loads
He's right, and he spoke the truth.
If you want to complain about probation it’s still a hand written letter process…taken 16 weeks to get a response from Probation worker management telling how to complain about her
Been going on for years. Tighter financial targets linked to high risk, if they miss target they lower the risk.
Uh no. Don't make up nonsense
it will never change becuase darkness is benfiting from it
Yes, mistakes repeated, too high a workload and totally inadequate managers, those who challenged this situation were targeted and isolated, called troublemakers. Eventually the real prodessional officers were sidelined and pushed out of their jobs, replaced by 'yes people'
their be a police tent out side of one of these nps centres one of these days
and it wont be a service user in it it will be a probation worker
We need a new system, new leaders and eradicate the corruption, it can be done, but will they ever let up?
that isnt going to happen
Great report Number 4 here as this is the Real World with inexperienced Probation Officer's possibly encouraged by Target Driven Managers' to down grade the very Serious Risk these individuals' present
I wonder if they are diligent kids straight out of Uni
Yes they are because the job pays terribly so no one wants to do it
Welcome to the harsh realities of life. From probation officers to police and social workers and local councils all have outs of blood on their hands. KARMA
I agree with what is happening, but it is also important for people to do far more due diligence and to take care of themselves by not letting people into their lives with haste. Some females start to live with men they've met online or have not spent much time getting to know. That is ridiculous, especially so if they have children. They also need to carry out background checks and end relationships that show the first signs of DV significant characteristics, e.g., coercive control, bullying, throwing things, threats etc. With so many resources nowadays online there is no reason at all why any woman should assume that a man will be OK just because he sweet talks her or convinces her they have changed and should think twice if they have any kind of criminal past. It is not up to the authorities to live our lives. We need to take greater personal responsibility. The system can only cope so far.
No video about what happened in Peshawar yesterday?
Wouldn't that have been on yesterday's news?
@@heliotropezzz333 It should've been, but this channel didn't release a video about it yesterday or today.
@Yvon Q. You don't think it's important enough?!
@Yvon Q. You realise it was done in the name of Islam?
@Yvon Q. All the more reason it should be opposed.
What end offer are you speaking of please when subject of offending ? You need to give comparison? Do you ? How mutch ? On ending ? Off ending? Is what ? Exactly ? Make an example I say if your with me !
R.I.P.
Cuts in public spending have such results ... and locking them up forever makes the problem even bigger because custody makes things worse in these minds and increases danger when released.
indeed you have nailed it you cant punish someone in to a state of wellness
their need to be some form of therapy carried out on inmates which isnt happening in our jails world wide
the high ratio of crimes being commited that are violent have come about as a result of them being traumatized
and what are they doing in term of treating the trauma of these criminals noting their letting them out back out on to are streets
with their bag of bs excuses for their behavior that raised from trauma false entitled individuals
Preventing Lawangeen Abdulrahimzai from moving here would've been helpful.
The white British underclass produces many more criminals
@@giani1680 Even if that's true, it's no reason to import more. He moved to the UK as an asylum seeker, despite being wanted in Serbia for a double murder.
@@andrewjones575 strange, I thought Britan had taken back control of the borders. Maybe the brexiteers have not been so smart
@@giani1680 It's the gov who've not been smart.
@@andrewjones575 the government cannot be smart: the tories were mainly voted by brexiteers
Since I moved to the UK ppl have been telling me how better than the orher countries the UK was, I never really belived it..
So, health care is probably the worst in a developed country, public schools are a joke, Police is institutionally corrupt(not me sayng it) and they have a good number of criminals of any kind, killers, rapist, drug dealer and so on, politicians well, nothing to say there lol. Prison system, another joke. The list would be very long I would be faster writing on what is that works as it should. Not a thing!
It used to be a very good country to live and raise a family.
Yeah, we had our faults like any other country but no where near as bad as this.
I’ve never seen Britain so bad. Born and raised here, now a middle aged woman.
Since the Tories have been in power, over the last 13 years. What you’ve just described is the outcome.
I sleep much better at night knowing over here 🇺🇸 people have the constitutional right to use less lethal force to protect themselves.
LOL
Vote Neo liberal privatisation, get it...NHS is next if you vote Red or Blue...
It did easy but they make it hard for no reason
First world country
08:18. . . . . . . Indeed, brexit does accelerates in the failure of privatisation 🏥🏭.
