Disagree strongly. You get to see a lot of their growth in early Shippuden. We also get a real test of what Akatsuki is all about.
It's ironic that the antagonists have progressed the most. Orochimaru with his “collection of techniques”, Akatsuki with their “ghost bodies” and all sorts of abilities.
