When you are training Ingrid you need to have a little more 'resistance', when I used to road race on bike's I would train with a heavier bike so when I raced on the 'race' bike you could take minute's of your time, same as running put some ankle/wrist weight's on or a rucksack with some weight in it for some resistance, I bet when you run without the weight you'll be much quicker.
I think she and her coach/es know what the best training strategy is for her. Adding weights while running could compromise your running form, and just over-all giving that extra load that is not necessary for a high impact activity like running.
