He didnt use his full power, when Umibozu punched Utsuro with Altana, Utsuro already knew it, and Utsuro came back with his right hand that has Altana. Even though Umibozu lost, it showed that Utsuro wasn't invincible, which is amazing considering that this guy wiped the floor with top class badasses like Nabume, Kagura, Okita and even Gintoki in the previous season.
Strength wise, Hosen and Umibozu definitely have the edge....but Utsuro's immortality would definitely be problematic. That and Utsuro, I would say, is almost as strong as an adult Yato, if not equal

The first time I watched this fight I used to think Umibozu was pretty close to Utsuro, truth is Utsuro wasn't going all out, that's why he looks so calm the entire time, just look at how he handled Gintoki, Kagura, Kamui, Shinpachi, Hijikata, Sougo, Kondo, the yato, the Shinsengumi and Umibozu in the Silver Soul Arc, he was serious here but not 100%, more like 50-70%.

Edit: sure, Yato Bloodlust is overkill and 'would' body Utsuro, but like with what's happening with Kamui in this arc, he's destroying his body. Utsuro can outlast any opponent with his regeneration. The only way to make him a real history is to evaporate him down to the last atom, while negating his immortality and regenerative powers simultaneously and make sure nobody has his blood. Those are task easier said that done.
