Not only the US and its allies, it seems that the Russians are having to deal with exactly what you are describing. Except the West has mostly already dealt with its colonialist past, there's not much left that could conceivably break away. Russia, on the other hand...

it was shattered a long time ago. after 2006 war Nasrallah gave speech about how Israel was a paper tiger. They couldnt stop Hezbollah rockets. That was the whole point of those operations in Gaza to reestablish their deterrence capacity.

What is truly interesting is that Israel is losing on all fronts despite the fact it's getting unlimited weapons, is getting the full support of the US and UK intelligence services, the US military, US law enforcement and the US is even allowing Israeli intelligence to operate inside US borders to target American protesters. If anything, the Ukraine situation has drawn our allies closer to us by demonstrating a regional threat that is, at the very least, frightening. Even if European countries are prompted to start spending on their militaries, they are still quite dependent on the US in military matters. Even if they expand their military to a huge degree, none of them would refuse aid from the US if it came down to it.

As your guest undoubtedly knows, the fact that punishing civilians does not affect military operations has been understood since WWII. And it tends to boost morale.
In Vietnam, Curtis Lemay was the sole holdout who was like "war colleges, flibledeeflee. Let's try it again anyway". Which is why he got the job to direct the air compaign in Vietnaam. That's usually how it works -- the national security people get this stupid idea, and then they find some fringe character at the Pentagon who believes in it, and put him in charge.
