This made me laugh so hard. And I have to agree with you about Glalie. I couldn't even remember what its original form was; it makes so little sense! It's strange that the designers just ignore the implications of clothed humanoid pokemon. Their tendency to wear clothes implies full sentience, and yet they're your pets?
There was a great recurring segment on the UA-cam show, "The Dex" called "Pokemon That Wear Clothes" - most of it is explained away as some kind of cultural appropriation as Pokemon develop alongside humanity i.e. their "clothes" are just part of their skin, or for protect etc. I don't blame the designers for dipping into humanoid designs (some of my favorite Pokemon wear "clothes") but I agree that it's a weird grey area.
