The only straight upside of passive healing is in IS mode. Other modes such as storylikes or CC you would bring enough active healing you don't even need passive healing anymore.
started thinking about it, and here's units that have both passive and active healing that I could think of: Medics: Perfumer (global passive) Whisperain (on all allies in range with Status Resist) Medic Amiya (while skill is active; global passive) Tuye (only in Reclamation Algorithm after you get her RA-exclusive token buff) Eyjafjalla the Hvít Aska (only passively heals Elemental Damage) surprisingly NOT Gavial even though her skills say "per second", but that would be cool if she did (NOT Silence's drone, either) Supporters: Civilight Eterna (after module, orbs can actively heal iirc though her module isn't out yet so I can't test) Tsukinogi (passive or active depending on which skill you bring) Silence the Paradigmatic (passive healing on allies with less than 50% HP) Others: Shu (the green tiles give passive) Blemishine (depending on which skill is brought) Myrtle (passive on vanguards, active on those in range of S2) Sideroca (only affecting herself, though; depends on which skill she brings) Vulcan (only affecting herself, though; depends on which skill she brings) TECHNICALLY Hellagur + Utage on themselves, since their traits count as active healing while their talents/skills are passive actually, looking back at it there's a lot more that can do both passive and active healing than I thought
I'd argue active healing still 100% has places where it shines in the game honestly, although it's also partially role compression. Basically every dedicated healer/heal based support unit in the game falls into 3 niches: Stat bolster, raw healing or side effect of damage/utility. The good ones (ie the later 6 stars) usually have 2 covered. Stat bolster is somewhat self explanatory, they buff the stats of others around them or act as effectively a stat booster; Nightingale/Shining Raw defense boosts at base+skill, NG's cages, Silence Alter's HP boost and Sanctuary, Eyja's HP boost+Elemental damage DR and Bard's inspire. Raw healing is just raw fat HPS healing, with Eyja and Reed being king with CE's S3 and Silence Alter doing stupid things too, then Lumen's there. Side effect of damage is doing damage with the healing, aka Reed vs Coughing SSS Plants vs your phone, Blemishine or trading the heals for damage+Inspire if your name is Skalter's S3. Side effect of utility is Silence Alter's Invincibility and Lumen's debuff clear. Their healing niche is usually secondary, but helpful. Active healing generally helps on bigger bursty hits but passive healing is better when units are getting harangued over longer periods, then get to cool down for a bit while the new wave spawns.
