I believe that the police and city government didnt want to open a huge can of worms and have defense lawyers dig into the city and police and find other stuff like over-payments, budget irregularities, misappropriations etc. and/or find another female city employee that also sees dollar signs and wants to join in for the cash out. They must of crunched the numbers and figured this settlement was cheaper and after this she will go away.

Wrong. We pay them anyways. It’s not taking more money from our taxes directly, but from the insurance that already has been paid by our tax dollars. I don’t agree with her getting this settlement, but it’s money coming out of the insurance company that they would typically have as straight profit.
