Ruto personally instructed rigathi to deal with alcoholism and drug issues in Mt Kenya as well as the cash crops in that area. Literally that's the duty he was given. He was doing as instructed by his boss. Have you forgotten under uhuru ruto didn't have any role in the government after the handshake.
