What’s the problem if my toilet seat won’t close all way down?

Not 100% sure, but maybe it is installed to far back and causing an issue with your toilet seat hinge.

Did you notice the black plastic tool doesn't fit anything?

It fit my original plumbing pipe, but you are correct I didn't use it on any of the parts they provided.

It didn’t work for my toilet either. Black plastic “wrench”
