Randy couldn't shoot the actor or the captain without facing disciplinary action. I think the SFPD has a similar policy where any shooting is investigated to determine if it was justified. Sometimes what this board rules are very different from public opinion.

There is one thing that has always struck me : it is how fast these lovers are to turn on each other when they face justice. If they are so madly in love that they're willing to kill someone to be together why not face the consequences and sacrifice their freedom for each other? Pathetic Side note : I know it's a TV series but I'm talking about real life lovers/couples turned murderers.
Think about it though, they were perfectly fine with killing an innocent man, his close friend and her husband mind you, in cold blood, just so that they could be together. I’m willing to bet there’s no limit to how low they would stoop.
