All R* and Take-Two had to do is just to hire the modders of GTA 4: San Andreas, VC Rage & III Rage, give them the neccesarry resources, so they can do things like implement the missions, upgrade the graphics, etc. and done! If they would've hired these modders around 2018 (after they've finished RDR2), I believe they still would've been able to finish the remastering (or in this case, remaking) of these games by 2021 Christmas, giving us a much better Definitive Edition!
i d like to see this with 100% sa assets, wheels especially. Sultan looks nice, but some cars looks too remastered. It would be gemechanger if it keeps 100% original assets. I think it would be nice to make this things, this project is awesome
Hey man, did you manage to find the file for pedestrians? Seems to be lost media, there was a separate file to download on the website that no longer exists that would fill the sidewalks with pedestrians and that pretty much finished the mod
bro this mod is from the early 2010's, it's quite an old mod along with GTA IV: GTA III RAGE port and Vice City RAGE Port, as for why it doesn't have missions is because it takes a lot of effort as the missions need to be recreated and scripted from scratch - at that point it is better to play the original games. However, you should keep a look out for the newest GTA Vice City Nextgen Edition which is a Vice City RAGE Port that uses the map of the definitive edition of VC with 1 to 1 missions recreations and story + dialogue.

i followed tutorial and thats how i installed, but at first i also had issue it said xlive was missing. if its your problem aswell search gta4 Xlive in youtube and there will be links. it worked for me

Its beta and this mod stopped updating years ago, so i think its why it does not have any mission. Basically it is not finished
