that's somewhat easy too, maybe the map might be difficult but there already ways to replace entire map with custom one and SA map is bit more light, you can use scripts to kill all missions on the map too traffic paths can be added using CodeWalker (you can add Scenario points too but those aren't necessary if you're making SA in GTA V lol as SA map is pretty empty) altrough foot paths would need a navmesh to generate peds walking around you can easily tweak the AI and dumbing them down even further so they don't do anything like strafing and stuff like that by making them all use CM_Stationary + remove flanking and taking cover there mods that change wanted levels too, so you can find some 5 star army response for simulating 6th star or get RDE or something like that, but you have to realize RDE makes major changes to the game's AI so that might conflict with dumbing down the AI method unfortunately, there is no standardized global way of doing this, since R* game code is spaghetti and each NPC has it's own "logic" so go figure lol

How did u get the player to work with ragdoll ? As far as i know u need to change into a ped skin to ragdoll unless there a new mod that supports main player ragdoll
