Well he could've hit the water surface very hard from that height, there's a Bond game called Everything or Nothing where the villain was apparently mentored by Zorrin and tries to get his revenge on Bond for killing him.

I always felt like Zorin didn't have much scenes or dialogue. Especially in the beginning of AVtaK
