Britain fortunately doesn't really work like that and we have 3 capital cities London (the one everyone knows), Cardiff (Welsh capital) and Edinburgh (Scottish capital). Although some decisions can be made on a local level they generally have to pass through parliament but that doesn't mean that if London was wiped out the government wouldn't still exist. Im pretty sure that if the same thing happened in the US there would be a similar system in place but it seems that Washington holds a lot more weight than local states likely for streamlining things when you consider the sheer size and number of local governments that exist.

I think it could work for a different smaller country so the delivery for it would just need a little tweak. It's a creative idea especially when used in the way you have where hurricanes aren't really a major issue so there aren't any plans for it. We occasionally get hurricanes but they're just showy and do little damage compared to the ones the US sees.
