As for the random minivan dropping off band members could be what are referred to as "runners", who drive the band and crew around town and/or to and from hotels. Don't know if all bands use runners but I know at least a few do.
This is a very political response. He's talking in double speak to try to calm the storm for everyone. One minute, he's saying women in their 20s should be capable of making their own decisions and the next he says not to victim blame.
Those are not mutually exclusive. You can make a decision and end up a victim in a situation. If I choose to meet an artist after a show, it doesn't mean I am responsible if they punch me in the head.
