In my Delineator magazines from that time period, patterns for crinoline shoulder poofs to be worn under the tops of the full sleeves are advertised. Maybe such undersupport was also worn under sweaters with similar full sleeves.

My mom said she just used the needle size recommended for sport weight yarn.

I think you can. I found the buttons to be entirely unnecessary and actually a little bit inconvenient. They kept unbuttoning themselves.
