It might not be a scam, I had a fine sent for a similar thing and it was a case of cloned plates. The photos that they sent showed that the car was a different colour and had an aftermarket spoiler fitted (chavvy turds). The fine was cancelled as soon as I got a crime number from the police.
I know you shouldn't have to prove your innocence but yours and your wife's smartphone location history may give you an alibi as too why you wouldn't be parked there
If the address in question is in the same town then I'd be inclined to think his vehicle was driven there and maybe the person driving has forgotten, however the parking company should offer some evidence. If it's the other side of the country then it's a strange one. I do know of two instances where vehicles have had the same registration plate, One was where a vehicle was sold with a private plate on and the DVLA allowed the previous owner to re-register that plate for their new vehicle but the new owner of the vehicle didn't realise they had to get a new registration, The other time was just a mess up when the cars were sold by the dealer, two with the same registration plate and because they were sold by the same dealer both owners lived in the same town driving alost identical cars with the same registration. You do also get people using fake plates, but I guess that's just to commit serious crimes not to get away with free parking
