Not sure how the primary objectives last season were ambiguous to some fans, from the very first presser both Masai/Bobby and Darko emphasized re-focusing on development, how they'd gotten away from the 905 pipeline, highlighting Darko's on history of investing heavily in individual player's development (which was saw in action with the plan he and Simovic put together that mid-season plan for him) and so on. Then they followed up by trading Pascal and OG. Direction couldn't be clearer imo, and this season will be all about optimizing Scottie/IQ/RJ and finding the best pieces to add around that nucleus.
The Raptors are rebuilding. They want to find out who they will be adding to their new foundation of Scottie, IQ, RJ , and Grady. They have a big group of young character players who have to prove that they belong on the Raptors or the NBA.

I mean, by simply coming into the season with as much uncertainty hanging over the best players on the team as there was, they muddied the waters.
