    Is that nylon washer the piece that comes apart and plugs up the overflow valve?

      @@wesleycooper2647 If you are referring to the retaining ring or washer with the pins through it that holds the governor cage to the rotor, then yessir, that is very common on these pumps as they age. Another indicator when that ring comes apart is the engine rpms surge and drop as they please making the throttle sort of uncontrollable.
