It's been heavily implied by the developers on Twitter that the tank guy is a High Republic Era Jedi. The gold robes are a staple of the jedi of that time.
I like the theory, but I don't think it's what's going to happen. Physical differences between this new character and the one from Legends aside, I think it's much more likely to be a wholly new Jedi from the High Republic Era given Disney's push to promote that time period.

Thrawn is not a villain. If they follow the cannon arc from the new novels, he's more of an anti-hero. He doesn't serve the Empire, he serves the Chis Ascendancy, with his sole goal of protecting it from outside forces. It would be highly unlikely that he'd return back to known space to begin a conquest.

If it is Jorus C'Baoth, then he wouldn't have been on the Outbound Flight. Joruus C'Baoth was the clone that Palpatine set up as the master of Weyland. I doubt that is C'Baoth. I believe it is a Jedi who wanted to become Plaguis/Palpatine apprentice, but was too enmeshed in the mysticism of the Force to be useful to their scientific approach. Rather was cloned to experiment with. Maybe not Starkiller level, but the precursor to Starkiller.

It's a good theory but I immediately eel this is very unlikely to happen, We don't know if it's a clone in the bactar tank or not yet and we can suggest from the first trailer they become relatively hostile shortly after Cal first freeing him, we also know Cal has destroyed any hope of rebuilding the Jedi council and has more or less decided to go on a path of rediscovering and preserving lost Jedi knowledge so that when the next generation of Jedi come they'll have this Info available to them and I firmly believe Cal and this man in the tank are after some kind of knowledge

Don’t really want this to happen tbh part of the reason why I loved Jedi Fallen Order so much is because of how they introduced so many new and original stories and characters and I’d want them to continue doing that with Survivor and not just bring back characters from legends

How about a twist like Darth Maul was presumed to be dead but yet survives I want to be finally killed with his brother Sauvage; so my argument is what if it’s Count Dooku who was discarded for Anakin but yet Palpatine master of the Darkside paths that are unnatural kept them alive in the vodka tank all these years and with his rage building becomes more powerful than Palpatine for the way he was discarded

Keep in mind, it was 5 years after order 66 when Cal's story picks up. It would be another 15 years after this until a New Hope begins, and roughly 4-6 years until Sidious is defeated by Vader. That's another 19-21 years since Cal's story, maybe more for these villains to come into power. Cal would be in his late thirties early forties or older by this time, which is too old for just a jedi night.
