It's an intentionally dumb, goofy song lol. The story behind it is, he had just gotten out of rehab after he ODed and was just doing lyrical exercises to see if he could still rap, which just proves how sad and pathetic most of the genre was and still is since this is still miles in front of the majority of material being put out at that time
