I discovered this problem today. A customer's water heater was not working after being installed for a few months. The combustion chamber was full of black carbon deposits. The dryer was next to the water heater. The dryer outlet blows next to the water heater.
If the heater intake is from the side(s) then what is the need for this piece which ALSO air comes in from the sides? The small holes you pointed to near bottom rim.
Thanks for the explanation, you explained exactly what happened to my water heater. rain is coming in from the chimney and puddled at the bottom. Im not sure how to prevent rain from coming in, as the chimney seems fine. Any tips?
You did not show us about the little vile (TRD) melting and shutting off the air? TRD ? not sure what you are calling it. poor explanation of the function. sorry

normally excesive black carbon is wrong gas maybe a natural gas heater connected to LP gas or vice versa

This was my problem ... I changed the anode rod .. spilled a lot of water in the water heater..

the intake is from the sides if the heater can breathe properly then the TRD which is a safety eature will trd before the heater can explode
