no, not quite. for one thing, although he CAN play with matter and energy VERY effectively, playing with larger forces like space and time are usually beyond him...also there are distinct limits imposed on him by his VERY mortal mind....it took a mystical pep talk/some major meddling by Dr. Doom to remove the mental block that kept him form affecting organic matter/living beings for instance. Though recent writers have altered that a bit while they "reshuffled the cosmic balance" but typically? the best comparison would be Owen vs the Beyonder in secret wars 2. He went 1 round with the beyonder...who at the time was being depicted as "top of the food chain" and lost. but the fact he was able to go a round at ALL was impressive. and before you start citing the aforementioned recent issues...marvel's had a bad problem with power creep lately. making ill-informed decisions for a single story and then putting them in a back drawer and hoping noone notices. Owen is a part of that.
Yes Molecule Man is generally more powerful,Dr. Manhattan is still incredibly powerful but is more limited in scope compared to Molecule Man’s multiversal capabilities.
