0:29, I did something like that for my lawn tractor. Put a 1/2 inch pipe into the engine drain hole and then a ball valve on the end of the pipe with a 90 deg joint on the outlet of the valve. . Now just place a bucket under the valve and drain the engine oil. No oily mess when changing oil.

You are correct. I think the picture is misrepresented. I think the owner was just holding the plate in place temporarily while some kind of (caulk? resin? epoxy? silicone?) used to make a seal was hardening before finishing the build.
Maybe he uses the garden hose or something similar. I made a setup kind of like this from those big laundry soap bottles, its the "kitchen sink" that sits on the end of the picnic table when we go tent camping. Mine even has a paper towel holder.
Jim Bob is using the washer's to keep the local scum sucking thieves from cutting off the bumper hitch on his truck.... my husband does the same thing to the hitch on his truck for his boat trailer! Works really good......
