You need upper indeterminate level in French (B2 level) to get your PR in Quebec, and the PR process in Quebec is more lengthy compared to other provinces. You can survive in Montreal without French if you work in certain fields like IT and software, but lot of other fields require French. Montreal is bilingual, but from my experience there is a strong preference for French over English even in Montreal ( for example, the public transport announcements are only in French, people always speak in French to you first then might switch to English if you respond in English). The rest of Quebec doesn’t really use English at all. That being said, provided you are fluent in French, there’s less competition, better job opportunities and lower costs of living in Montreal compared to other comparable cities in Canada.
