At no point can you clearly say that the best friend is Kuina. She isnt shown, mentioned or anything else that would make it stand out that this was the intention. You can definitely make the case that Zoro in this moment is referring to Luffy as his best friend, because he realizes that Luffy is much more than just his Captain. I know he meant Kuina when he said "best friend", but I absolutely loved the though of Luffy being Zoro's best friend, given all they've been through together and how much they care for each other.

I started watching one piece 14 years ago and seeing this flashback and remembering the scene in the old animation it hits hard how though its only a couple of years in the show but it’s been really long since the first time watching and it has been a truly wonderful journey and i hope it continues as long as possible. The flashback to the naval base where Zoro was being held by Helmeppo I actually liked. I like how it looks with the Wano lighting and style. Luffy looks a lot like young Roger in this flashback.

Not sure about that , zoro is the only person to lose someone close to him who had a dream . This would be like one of the crew dying suddenly for no apparent reason. I don't know if sanji would even recover as his character is not stoic as an example. Not only that but he inherited someone's dream which is why he carries her sword in his mouth . No one else on the crew is carrying two people's dreams . They also didn't have to see the death of a friend and push through it on their own . I think he had one of the worst experiences, him and brook. Sanjis is sad but zef was heroic , namis was sad but her mum was heroic , all of the characters had something to hold on to even though they suffered. My man zoro had no one but his training and dedication to the art of swordsmanship. Look how broken Luffy was after ace , zoro pushed through it by himself. Luffy is Hanuman the loyal companion of Rama who is zoro that's the reverse part. The reason why I bring this up is because like zoro, Rama suffers throughout his life yet he never breaks once . In the story of Rama and Hanuman to save sita Hanuman has powers but rama is just a normal guy that's extremely talented and hardworking, he was a human avatar of God. I love coming back here and seeing all the arguments over who Zoro meant when he said best friend. Why bother debating it? Just let everyone reach the conclusion they want, so they can be happy. How the episode is structured, and considering their promise with each other, yeah it makes a lot of sense that he was talking about Kuina. However, you could also argue that he meant Luffy, because of how this specific section was edited, how much more emotion it gives then the Kuina flashback, plus there's also the happy thought that he thinks of Luffy as his best friend, so it's a conclusion that has a sweet taste to it. Point is, you could argue nonstop about either point, but in reality we're all one piece fans trying to enjoy the work of art as it is. And art is all up to how you interpret it. So have fun, draw your own conclusions. That's the point of shows like these
"Captain and Best Friend." If you remember what Zoro once said about the use of three swords. Each represented a promise. One to a friend. One to his captain. And the last is the promise to himself. Now two of those swords' promise can be said to mean the same person.

However, you could also argue that he meant Luffy, because of how this specific section was edited, how much more emotion it gives then the Kuina flashback, plus there's also the happy thought that he thinks of Luffy as his best friend, so it's a conclusion that has a sweet taste to it. Point is, you could argue nonstop about either point, but in reality we're all one piece fans trying to enjoy the work of art as it is. And art is all up to how you interpret it. It's always been no secret that Zoro respects Luffy, and while they're always a powerful team and they have many moments of friendship together, I still really like Zoro outright saying that Luffy is his best friend.
