Hi Paul! The step of steaming the rolls is to make sure it’s is fully cooked before we quickly fry the outer layer bean curb. Bean curb turns golden very quickly. We can fry the rolls without steaming but if we let the fire too strong the filling might not be fully cooked. But if fire is not strong enough the rolls might soak up too much oil by the time the filling is fully cooked and the rolls would be too greasy! Hope I answer your question! there are some canned water chestnuts. i use that to make this egg roll.
