Because (a) government built no infrastructure or public services to support it (how can you import 700,000 workers and then build no housing for them?) and (b) things would been worse without the extra workforce brought in (needed because neither government nor the private sector wants to pay to train anyone - nor does the UK have time to wait for that many to be trained).

Like Suella Braverman popping up on tv as backbenchers who both achieved nothing as Home Secretary and Immigration Minister. RJ has a 30 point plan and blames the PM for allowing him to implement it, surely he had the backing of his boss Suella Braveman? The blame falls purely on the tories who are throwing our money to schemes that will only see 200 sent to Rwanda at a cost of 400 million. Robert Jenrick who granted planning permission for a £1bn property scheme two weeks before the developer donated £12,000 to the Conservative party, just another of many wanting to be tory leader.
With the care sector, this government sacked 60,000 carers who refused having the covid jab, but a few months later did a uturn when 90,000 nhs staff refused having a covid jab, if these carers were still in post, the shortage would be halved.

Not enough prisons, councils going bust, police short-staffed, NHS in a mess, delays in the courts, asylum claims delayed years, potholes in the roads, etc. The Tories are ideologically opposed to investing in public services and infrastructure. Instead we are bribed by promises of tax cuts which do little to help the lower paid. "Controlling our borders" means obsessing over 50,000 asylum seekers a year in the hope that we won't notice that over 650,000 migrants were admitted perfectly legally in 2022 - most of them from outside the EU.

The failings over the years by both Labour & the Tories is because they both have been to busy looking after themselves & the other multimillionaires & not fixing & improving anything for us in general !...We should have more prisons more housing more infrastructure etc etc but the governance has been appalling from the word go !!
