  • As opposed to just about every other guide out there, From Zero to Hero is a practical tutorial/guide series for Victoria II intended to explain how to play Victoria II with some level of competence, which is especially important for those who want to do well in multiplayer. This series will be most beneficial for those who already have at least some experience with Victoria II and is focused primarily on game concepts, strategy, and META. For those who are less experienced, I highly encourage you to load the game and follow along / practice as things are being demonstrated.

    Great guide for knowledge, not so great guide for new players. I started watching with the idea the possibilities were endless. Now I realize that there's a set order to do things and everything else is bad.

      It's not quite as critical against AI, since the AI doesn't play optimally. Against players, you should assume they're going to be playing optimally, so ideally you'll want to give yourself all the advantages that you possibly can.

      In reality the tax rate was 23% when he hovers over the tax sliders you see effective tax which is the real tax rate in the game

    Great Job dude. thnks.
    One important thing you underrated is that railroad is very important to get your factories more efficient, cause the better railroads the higher output ur factories can reach. That's very important (not only) to get industrial points and make more money with your factories. Major nations reach 3-4 railroad level in a short period of time...

    Stockpiling in mid to late game is also useful for anything needed to build units and infrastructure, so cement, steel, timber, lumber, explosives and even liquor, wine and some luxury clothes (for Hussars). It will make the budget occasionally go red, but it will help to build infrastructure in batches and make it possible to build units when the needed goods aren't available. For similar reasons you might want your own factories for things like cement, steel, canned goods, etc, because if you have enough input materials, those will make their respective products available, even when a greater power is sucking them up from the world market. Oh and goods from national stockpile are used for construction and army and navy maintenance, so factories and pops won't use them.

    ive noticed that the way you learn paradox games is by watching maybe a playthrough trying to imitate that on the first campaign. then a couple of attempts to play alone maybe some tutorials from youtube. even tho i played victoria 2 alot and i know my way around. i still find it very entertaining and learning more efficiently from this tutorial for example. cuz if i had watched these videos before playing vic2 i would have been confused af. but still great video very good explanation.

    Thanks for the video, Gaku. But I have a few questions about the mechanics, specially industry.
    -What is the key to a good industry? It is viable to do a industry based solely on the domestic consume of your own nation?
    -It is important to produce your own military goods in late game if you're not an ally/sphereling of great powers/industries?
    -How much tariffs affect your industry (raw materials)?
    -Do you recommend cement or steel?
    -What is the best army composition?
    And also, you talk a lot about mods, wich mods are those? Historical project, Pop demands?
    Keep doing videos, they are quite good for noobs like me.

      Hey Word,
      I think the answers to most of those questions depends on your goals. e.g. if you're doing conquests, then military goods will be more important, whereas if you aren't, then simply having industrial score will be more important (and which might, depending on the mod, make clerk-only factories best from a score perspective). I usually try to produce military goods when I have a choice, but even if I don't, I tend not to worry about it because autopilot works well enough for my needs in most cases. In multiplayer especially, I usually don't want to spend time focusing on micromanaging industry if I can help it (aside from really basic stuff like upgrading artillery factories or finishing capitalists' projects), because there are often so many other things going on. In single player, I try to optimize everything to get RGO and resource bonuses everywhere I can. This is something I was planning on talking about later.
      Tariffs will effect industry a lot, especially if you aren't able to subsidize. This is also a special case I was going to talk about later, but if you're stuck with a gov't that's unable to subsidize, then you shouldn't go above ~15% tariffs in most cases. I don't agree with people who say 0% because this encourages less profitable factories to stay open, and the slight negative influence on industry from 15% will eventually bankrupt and weed out the factories that were the biggest strain on your economy, making your entire industry more efficient. You might also have to check every once in a while to manually close a factory or two if it's stuck teetering on the brink but not actually bankrupt.
      I like steel as an intermediate (because of the throughput bonuses for other factories that need it), but otherwise, not particularly. Cement is useful but often not something I focus on. If you want to get loads of money, cement can be good in many circumstances.
      Army composition I'm going to talk about in ~2 videos. ;)
      I prefer PDM-based mods, especially PDM: Divide by Zero, but I don't play it very much right now. In one MP game we're using PUIR. Then of course there's "Slayzer Mod". I've only tried Historical Project once, very briefly, and I didn't really care for it; I should probably give it another shot at some point.

    The most important tech in social thoughts tree is biologism. Because it has an invention that give a whopping +50% education efficiency. Combine it with the bonus from the tech itself and you have +60% education efficiency from 1 tech. This is more, than the rest of that tree COMBINED. So this tech is must-have for any nations, especially with low education. And whatever is after that technology is not as important, but you still may grab it for extra education efficiency.

    I watched the video in it's entirety but I'm still a little confused. I have two questions:
    1.Whats a good way to start my industrialization?
    2. Do tariffs affect factories in anyway?

      1. Basically you want to have your research in order (2%+ clergy) and a functioning economy before you start industrializing. The simplest way is to just set your NFs to craftsmen in your most populous states, let the capitalists manage the minutiae, and dump money into completing projects every once in a while. If your goal is industrial score, then that's sufficient. If you want specific types of industry then you might have to close factories and encourage the ones you want, or change governments and build them yourself. That can be pretty micro-intensive so I tend to not do it except in rare cases or specific mods. When you decide to start industrializing depends on your specific goals, but I don't think the exact timing is all that critical.
      2. Tariffs greatly increase the costs of the goods needed to run your factories, assuming you're buying the goods off a market that is being taxed via tariff (which applies to the vast majority of nations). If you can subsidize your factories, you're better off going max tariffs and paying the difference. If you can't subsidize your factories, especially if you have a liberal party in power (mid/late-game USA), then your tariffs will kill your factories, so in that case you'll want to pay close attention and tweak it to somewhere between 10-15%, just enough to make some money for you but not enough to make your factories all close down. On the bright side, having a few factories close down will have a Darwinian survival of the fittest effect on your factories, so over time your industry will become more efficient, but in the mean time be prepared for unemployed workers and unrest.

    When you say 100% for administrative do you mean 100% when it says that or when that fight crime is maxed? Sorry for being confused here i'm still kinda unsure how to be good at this game i just wanna be good though! Thanks for the huge guides so far easy to kinda figure out

      100% average administrative efficiency. Most people don't mess with crime fighting, but if you want to, you can just leave the slider at max, but it will probably cost more than it's worth. glad you found it useful!

    22:32 My Victoria II has no such icon. The only way to encourage a pop type is by clicking a province on the map. Were you using a mod of some sort?
    Edit: Figured it out. It's a UI improvement in one of the DLCs. Paradox made UI improvements DLC.

    Hey, nice tutorial, also I saw the popular Slayzer Industrialization tutorial (and his 15 seconds version too, haha) but I have a question about taxes, should I tax 100% rich and low the poor and Middle state even if I'm not a planned economy?

      In general, yes, but there are a couple of exceptions.
      The biggest one is that if you're stuck with Laissez Faire and can't build factories, or even fund projects, then you need your capitalists to do ALL the work, so taxing the upper class less (or zero) frees up money for them to do their thing.
      The other is that if you're bleeding immigrants due to your people being unable to afford goods, and you know that the goods are otherwise available to you, then turning it down might reduce the population loss.

    This gave me a really good idea about the basics. However, last night I played for the first time, and chose USA simply because it seemed like a good nation to play around with. My only question was that it kept saying that I had a lot of unemployed artisans in many states. What causes this and how can I fix it prior to industrialization?

      I know it's not technically the question you asked, but ideally you want your artisans to be as miserable as possible so they'll demote quickly into the more useful pop types - especially craftsmen. Or did you mean that you had unemployed craftsmen? If so, it means you need to build factories for them to work in - production tab, projects menu to fund the ones your capitalists started but can't finish on their own yet. shift-ctrl-click a project to fund all of them maximally.

      Gakumerasara Since I was learning as I went, it's hard to remember everything, but I'm fairly certain it was Artisans. USA starts with a few factories already, but half of them don't operate without paying for them. In any case, I heard someone else mention that prior to industrialization artisans make more money, so why would we want to demote them? Thank you for the videos and your help so far!

      Basically you can either make/expand factories to provide them with open positions, promote them into other pop types (soldiers, clergy, bureaucrats, craftsmen, etc.) (but this will happen anyway since they're out of work), or just let them migrate until they find work. Artisans are pretty useless in the grand scheme of things unless you're playing China, and there are much better ways to make money. For the USA, industrialization starts on day 1, so there's really no reason to want to keep them around. Even if you're subsidizing a factory, you're still making money both off the people working there and from tariffs.

    Hey man, great tutorial! I was wondering if you have any pointers for playing a naval power such as Japan? I am so ignorant in terms of naval warfare and I will be playing Japan in an upcoming multiplayer campaign.

      Thanks; just so you know I'm holding off future parts of the series for a little while. I think the most important thing is to try to take as much unciv land as you can before you westernize (Korea, Dai Nam, Bali, Siam, Johor, even African lands if possible) because when you westernize, it will all instantly turn into states. Also, after you westernize, snag as many protectorates/concessions as you can since they're lower infamy and you can build naval bases on garbage land. If no one's in south america and you've got infamy to burn, Chile and Ecuador are nice targets. Be sure to stockpile the various goods needed to build/maintain ships, and depending on the mod, find out what techs you're going to need for colonization (especially the colonial negotiations 'invention'). Personally I like to have a ~50% naval forcelimit devoted to capital ships, but I don't think it has to be an exact thing. If you're unable to get goods, just spam frigates, because even though they'll be blown to pieces, on paper it will look like you have a huge navy and people might think twice about attacking you. Be aware that if you're playing the Beta, you can't cheese your way via single ship onto Korea, so you'll either need access or you'll have to get an early naval tech. Otherwise, it's a good idea to get the reforms that give you research points for conquering. Also try to keep the UK happy. I hope that gave you some ideas.

    I know this is an old video but how do you get your population tab to order by amount rather than alphabetical order?
    Edit: Under further inspection it would seem I don't even have the ability to issue national focuses through the population menu anyway. Now I'm confused.

      @@throwawayemail6269 You're probably using vanilla Vic2. I would highly recommend getting the expansions if you enjoy the game. It has quite a few quality of life improvements.

I haven't played much paradox games so I'm somewhat hesitant to buy 20-40 dollars on dlc for a game I haven't the slightest clue how to play however I do happen to have a copy of hoi3 with all the dlcs (think I got it from a humble bundle thing at some point) so I might learn that and see if I like the style of game, although that scares me even more than victoria 2. Thanks for the help though. Good on ya for monitoring comments on such an old video still.

      No worries. You can frequently find Victoria 2 complete/bundle on sale for $10. I've seen it as low as $5 on a few occasions. Even if you're playing vanilla Vic2, it's a pretty solid game - just not quite as polished and missing some features that most people take for granted.
      HoI3 is a different animal altogether and I would say has a steeper learning curve.

      It's recommended that you get A House Divided and Heart of Darkness for the full experience.

    Setting military spending to 100% is a waste of money, you probably won't ever need it so high. Too high and most pops will choose to promote to soldiers instead of other professions you need more, like craftmen. You will have a lot of brigades available for training, but your economy will not be able to support them even at low maintenance. Usually somewhere between 45% and 65% is enough, it depends on which country you're playing, how late in the game you are, how often you're going to war and who you will be fighting. You may need to crank it all the way to 100 for a short while if you just came out of a costly war and need to replenish your manpower.
    Max tariffs are also a double edged blade, they are a massive source of income for the government but they will starve your industry unless you have a really large sphere, in which case that will also reduce the tariff income. Early game it may be the only way to balance an economy deficit, but as your industry grows you'll want to tune it down.
    You don't want to starve out your artisans too early in the game. Until the industry grows in size and efficiency they will be an important source of manufactured goods. Once you get industrialized, then yes, you will need to replace them with craftmen and clerks.
    If you are a minor or secondary power, getting sphered is not necessarily a bad thing. You will get a reduced income from tariffs but your industry will gain access to resources otherwise unavailable, countries in the top get dibs on the global market, and resources run out really fast. Being a sphere member means resources from your fellow spherelings are offered to you first before going to the global market.

    You don't have your taxes at 100%. You know tax efficiency? The thing that commerce techs give? You are taxing a 100% of that. If your tax efficiency is at 30% and your slider at 100% then you are taxing your population for 30%.
    Tax efficiency of 30% and slider at 50% and you are taxing them at 15%.
    This is why they can still afford stuff.

      It depends on whether you're subsidizing your industry or not. If you're subsidizing, then the increased costs won't matter, because you'll be paying the difference and making a profit from any portion that you aren't paying for. If you aren't subsidizing, then you run the risk of bankrupting your marginally profitable and unprofitable factories. In the early game, just about all nations will be subsidizing their industries, so as a general rule, you want to max tariffs on day 0. Later, depending on which government you end up with, if you can't subsidize, you can drop it down closer to zero. I like 15% for the selection pressure - it weeds out less profitable factories while still allowing industry to grow.

      No one is going to learn the game for you. You won't get the mechanics down until you start playing, just watch some tutorials and inspect everything. You won't become good at a game you didn't even start playing.

I wanted to see if there was something I was missing, I am not interested in someone else's strategy, I want to come up with my own strategy and in the same way I want to beat other people online by my own skill, not by someone telling me how to maximize my playing. Do you see where I'm coming from now?

      I'm going to put this as kindly as possible, but your strategy is not going to beat anyone online unless they too are floundering around without using the tried and true strategies honed over thousands of hours of multiplayer by competitive players. I can respect wanting to get there on your own, but there's a reason these are the META and I explain exactly why.
      It's also because, in multiplayer, when you hop into a game, people generally expect you to know what you're doing. No one wants to hinge their entire campaign on a player who is a liability. People can get pretty pissed off when they lose many hours of progress just because their ally in a war didn't understand basic multiplayer strategy.
      Unless you just picked up the game, 'something you were missing' necessarily involves strategy, so if you didn't want to see strategy, then I'm not sure what you're really looking for.
      This video is the equivalent of a chess video on opening moves and theory. If you're looking for more situational videos, those are later in the series. Or if you just want to see how it works in action, to see what's possible if you know what you're doing and how you can win against all odds, I recommend my latest War Room video.
