Android 11 pixel 4 xl can browse play store on WiFi but cannot download or update. WiFi works on everything except play store download. Can download on every other app.

Personal solution for my pixel 3:
my issue blocked the Google play and caused huge delays in texting. Started a few days after upgrading to Android 11.
Yesterday (10.10.20) - I hooked it to Android studio and checked the logcat without any filters and saw that spotify was spamming errors at insane pace.
I deleted it and any other app that seems to be causing issues.
now everything works great!
again, this is my own case, I haven't seen any other reference to it, but if it could help anyone...
I tried many other ways including the trick you showed from updating latest version, from logging from other account but still it didn't worked.

there was some delete all functions and data from the Google Play Store but keep the software ,
So then I deleted the data

I have a different problem. While I'm downloading an app, when I exit and watch UA-cam while downloading in Google play, when I go back to the Play store to see how much downloading is left it ALL resets back to 0%.... WHYYYYY

I found the solution. If you tried all the clearing and deleting and it didn't fix the issue. Then you must reboot/restart your modem.
