Hands down Apocalypse. They both are pretty similar in states (equal Intel, Durability etc. Big A is far stronger), both know magic (Doom is much better) and both use tech (Apocalypse is better). The only thing Doom has is he can time-travel (he doesn't really use it), and try to make something that could steal Apocalypse' powers. But Apocalypse has cyberpathy, energy absorption, matter manipulation among many other abilities and can give himself new powers. He does use the stasis to not only further his growing power, but to heal any damage to great he can't heal and cuz his powers are always growing that it will burns out his body. He rarely uses his full power cuz it'll burn through his body faster, forcing him to either go into stasis sooner or take a host body. That's part of why his pushing mutants to evolve, so he can find a perfect body that can handle his full power. If he ever does, he'll become a Celestial. At the moment he has made himself a new body that won't burn out, but he still needs to find the perfect host though. He is also immortal, but more then that his a part of a rare subspecies of immortal mutants called Externals. Basically that mean you can blow him up and destroy his soul (both have happened), and he'll just keep coming back. He can only truly die at the hands of another External (think kinda Highlander like), but if that External doesn't do the same to the other 9 Externals then he'll come back. He also never made Dracula, but has run into him a few times back in Dracula's early days. His also not afraid of Xavier, Emma or Psylocke. Hell his fought Jean on the Astral Plane, and she needed Cyclops to help her. Note: Apocalypse does claim to be the "First" Mutant, but he was just the first of the second gen of mutants. Or he became that cause a few years after he was created, other mutant have been revealed to be far far olde then him. But in reality, either cause the creators didn't know or didn't care 🤷♂ Selene, who was created before him was revealed a year before he was created to be 10,000yrs old. That was before they retconned her and made her 17,000 years old. Still, in character its do to his huge ego, and he even calls mutants his children. But his ego, tho massive, isn't a weakness like Doom's is.
