Think of it as a big flare. You don't cut the flame, need to burn off the gas. Otherwise, if you put out the flame, you'll have unburned gas, looking for an ignition source, then you'll see a really big explosion. They'll just burn off the gas.

My dad worked an old and gas for years. My.
Thought is they usually that these things burn off. They shut off the valve farther down and then let the rest of the fuel in the pipeline.Burn off cause it's the safest way to deal with it. I'm sure this guy's an expert, And I am not. But I have seen other pipelines do similar things where they shut off the flow but let the remaining fuel burn off because it actually Is is the safest way to deal with it.

In a situation like this id depends on how far the closets shut off valve is, if it is 5 miles a way you still have to bleed down 5 miles of stuff. If you have multiple place where other pipelines join in they have to be shutoff as well. This is stand around and what for the cavalry to come in and hope and pray your foreman knows what the hell he is doing. The worst thing about these kinda of situation upper management gets involved and just screw everything up, because basically they have no idea on what to do so they start looking at the book. The foreman know they will get blamed for upper managements delays and decisions, it is part of the territory.

Of course they know. Every utility company must have atlas or other means of mapping/locating their pipes and other appurtenances, such as valves and services. They gotta isolate the affected section (hope is not to long of a section and pipe diameter rather small) between working valves, so the fuel can consume faster to allow for repairs.
