I think I'd allow it, to some extent. So long as the presenters are actually talking about Japan's culture in the end and not gossiping about anime. Cosplaying for a World Culture day would be like someone from another country representing America with superheroes, or Britain with Harry Potter. It's not entirely inaccurate. A kimono we're all familiar with, but dressing like subcultures gives a chance to explain past the surface, to connect with modern times.
that happened to me... i tried to cosplay as hatsune miku but in the end i ended up wearing a kimono... it was cute but i'd prefer a miku cosplay... xDD
