Having offerings that alter the game balance is not a good idea in my opinion. People already dislike map offerings for the same reason (altering the randomness of the game to favor one side). This would just push the game into that direction further, especially considering that perks with luck could affect this as well.
I don't think there should be anything in the game that can alter the baseline RNG. I'd go the opposite direction in fact and remove luck altogether. If we want more variability into the game, add additional objectives for survivors and killers that can alter the gameplay flow of the matches on a regular basis.
For example, right now, survivors have two objectives: run from the killer and do gens. Not much room for variability there. I think adding extra objectives that are mandatory to escape (not optional like totems that often are just ignored) could make the game more fun and variable without altering its base balancing through map spawn RNG.
Maybe they will rework luck with the Fallout chapter!
