The reason it wasn't in Broly is because Toriyama didn't create that form, Toei did. Same with Blue Kaioken, it was an anime only transformation.

A thought I had while rewatching this part: In film, when a character is on the left part of the screen and moving to the right; it is meant to portray them as 'moving forward' as a character, and pressing on towards the future. Here, we see Vegeta on the left, concerned about pushing past his current limits and stating "I wont let you surpass me again!". A character who is on the right, and moving towards the left is meant to show someone 'falling back' as a character; reflecting on their past. Here we see Goku moving to the left, speaking about the power he had achieved prior and stating "i must have been lucky... because now i cant do it!" Goku is a static character, he never really changes. Instead he changes those around him. I think this scene particularly accentuates his role in pressing Vegeta forward and being the driving factor of the show. People say sometimes that Goku is a bad protagonist, but i whole-heartedly disagree; he's perfect.
Back in the day were Goku and Vegeta almost kill each other in this the same place when they fight way back in Saiyan saga at the end of Tournament of power looks like they were in friendly rematch with this the same place were all it started this time to become stronger together what a long term story Dragon Ball has
The cheap fanservice is so cheap, the animators and writers didn't even realize that the blue hair looks even worse with earthly palette of the rocky desert.
