I think the reason the dev sets don’t come from the queen slime bag is because she’s unlocked right at the beginning of hardmode, and you can fight her immediately if you want to. You don’t need a mythril anvil to fight her, but you do need one to craft wings that are as good as or better than dev set wings. You do need a mythril anvil to craft mech summons, so you can already get good wings, which means there’s no reason for dev sets not to drop from the mechs or harder bosses

In my calamity runs i killed over 100 ladybug's just for fun, now it makes sense that it took me 4 hours to get rod of discord with max mob spawns.
