I'm convinced that rust in the passenger footwell has something to do with the heat from the catalytic converter. I had a '78 Pontiac A-body that had similar rust (though not quite that bad) while the rest of the floor was spotless. I later bought a 1980 Lemans and discovered there was a nice heat shield above the converter where the '78 did not have one. I think GM recognized that need for a shield to be in between the pellet converter and the floor at some point after 1978.
