@@lygoozman125 If you read the Relic Records, you'll see that the "gods" that the shrine was build for was in fact the serpents (or maybe just monsters in general.)
I think it is the voices of villagers and maybe monks singing praise to Elder Dragons like kushla and teostra and maybe the serpents since im pretty sure they are shown to be viewed as gods in some cultures and villages
