I think it’s the fact that the high-pitched noise sounds exactly like a submarine sonar beep. It inherently has an aquatic nature to it, that’s why it sounds so correct playing over the level.

3:04 you can hear soft high pitched "ooh"s in the back if you listen closely and the "brrrrr" at 3:06 just before the rhythm repeats is just 👌. This is the attention to detail in the soundtrack that makes it catchy.

Like dude just killed the icon of sin and saw there were more demons and eagerly thought to himself "oh boy, here i go ripping and tearing again."
