I mean, when he lost his memories, he was afraid of getting betrayed by people who he didn't remember, even when it's clear that everyone was being kind to him, and that almost result in him going spiral into madness.
To me, Subaru is trying very hard not to burden Rem with this idea of a 'Rem' that she used to be, like the way that he had felt trapped by a 'Natsuki Subaru' that everyone else seemed to know in arc 6 except for him, once he had his memories taken from him. He basically had a psychotic break at one point trying to be this 'Natsuki Subaru' that people kept saying that he 'should' be, so it makes sense to me that he wouldn't say anything to her. He's trying to not burden Rem with who he very clearly wants her to be - the old supportive Rem he remembers. The early parts of arc 7 ask a really interesting question of Subaru imo. He is put in charge of caring for two people who have no memories at all, who are kind of blank slates, but that he has a deep history with. He clearly wants the old Rem back, and everything he does for her is to be that hero that Rem used to think he was; but if he is able to get back Rem's memories, that means that Louis is able to get hers back too. Right now Louis is a demonstrably better person in basically every way, and her getting her memories back would be...bad to say the least. So he has to ask if its okay to even want the old Rem back or if he should accept who she is now - frankly in my opinion a more whole person despite (or because) of everything she lost - even if it means losing the one thing that kept pushing him forwards. I think a lot of the first phases of arc 7 are built around tearing down the idea of 'being Rem's hero' like he declared at the last chapter of arc 6. Subaru has been through arc 3 and 4 so he has learned how to stop putting people on pedestals and see them for who they are (that was the biggest problem with his relationship with Emilia), so I see him not explaining anything about Rem's past to her as Subaru trying very hard to see her for who she is now and not the Rem he has built up in his head ever since she was eaten - an arc 3 Rem who lives as this symbol for him to keep going that forces him to endure everything and keep pushing because he is 'Rem's Hero' and that she expects him to. The thing is, arc 3 Rem never really was her own person outside her kind of unhealthy obsession with Subaru (which i always thought was just a transfer of her unhealthy obsession with Ram onto him instead). Like the old Rem is cute and hilarious for us the readers, and what Subaru needed at the time, but Rem had no value for her own life beyond throwing it away for Subaru, no meaningful friendships beyond him and her sister, and no hobbies (she was literally forced to take a day off in a side story because she lived her life literally just working as a maid and fawning over Subaru). I really think this is a whole plot line that you just have to let cook! I know a lot of people were frustrated with arc 7 for similar reasons, but I at least enjoyed it. It got me really thinking at least. I just let arc 7 wash over me as a fun romp through Vollachia and it was great! The cross-dressing section is literally something Tappei has teased as his most anticipated chapter for years on twitter (apparently its his favorite part of FF7, his favorite game if I recall?). He was so excited to write Subaru cross dressing, that he actually wrote a side story years ago in 2014 where he established that Subaru actually has had cross dressing as a side hobby for a while, and that he is actually really good at it. Its called "My Fair Bad Lady" from Tenpenshuu vol 3 - which I would never encourage you to read illegally on the side content section of witch cult translations! Heaven's no. But Natsumi existed as a bit of a meme for years until the freaking madlad MADE IT IMPORTANT TO THE PLOT 10 YEARS LATER!
I get that Subaru would be hesitant to push his idealized version of Rem onto her, but I still think there could be a healthy middle ground here. There's a lot of basic information that would help her. He barely even said anything about her own twin sister for example... I agree that this version of Rem has a more healthy psyche as she forgot her own demons and insecurities, but being kept in the dark also feels wrong. Nevertheless, this is just my "hot" reaction after reading this volume for the first time. I'm hopeful that by the end of Arc 7 things will make a lot more sense.

Since others have said their thoughts on the Rem explanation bit, all add some to the cross dressing. While it seems out of left field, it’s been in canon for a while (side story, classic Tappei), My Fair Bad Lady between arc 2&3, were Subaru crossdresses as Natsumi, and The Three Idiots Set Out, Cursed Godess Statue between 4&5 where Otto, Garf, and Subaru all crossdress. I’m pretty sure it got confirmed from Tappei that the only thing Subaru is better than Reinhard at is crossdressing lol. I think it is also mentioned in his past that he grew long hair in an attempt to not be exactly like his Dad to separate expectations and was sometimes mistaken for a girl, I think he even tried pretending to be a new girl going to highschool and it worked at first but got caught in a few days from a slip up which also added to his starting of skipping school. This adds credibility to Todd not noticing, especially cuz he’s not a genius, more a prepared very paranoid dude, and even the idea/possibilty of crossing is batshit insane to these people. Or my memory is wack and I’m spewing bs. But he has been planning/wanting it for a while because he really liked a section FF. The arc also tackles Subarus identify a little, tho way more implicit than arc 6, and more relating to his pre isekai life from a bit of being “his son” (you’ll know when ur there) Also these should help, check out Priscilla camp side stories specifically: Crimson Afterglow, Pride Prejudice and Zombies, and The Day I Gave Up On Being A Following Star Also arc 7&8 are basically the same arc, just it was getting long so editors had him spilt it up

The second is he is trying to stay on this rems good side as much as possible. Don’t forget this isn’t the rem we know, this is a new person who has no idea that the witch cult wronged her in every way possible. Also we don’t know what is going on with Louis here. The way she is acting is throwing Subaru off and on top of that she doesn’t have the scent of the witch mean even if Subaru tells her everything about her being gluttony she still won’t take his word for it. I also have a filling that rem already knows that Louis is the one responsible for her memories being erased. This just my theory but from the showing that she has displayed during phase 1 of this arc with how smart she is even without her memories, I think she has peaced it together that from the way Subaru reacts to her and how he reacts to Louis that Louis did something to her and it is related to her memories she just doesn’t care.
Your perspective on Todd is flawed : you're right that he's paranoid but that doesn't mean he's going to easily recognise Subaru. He's not a mastermind in smartly figuring everything out - he's someone who prepares for the enemy and not preparing for someone to crossdress isn't exactly stupid. Tbh the whole point was just that they didn't prepare for anyone to crossdress so your problem becomes that Todd should be prepared for crossdressing. And you're ignoring the setup: Subaru is paranoid about Todd because he thinks Todd can see through anything he does. Todd didn't see through his disguise but he's still convinced of this, hence struggling to avoid lying to him even in disguise. Subaru thinks Todd will see through any lies. But Todd isn't a powerful enemy, he's one who's afraid of Subaru. That is the point.
Also Subaru made bad decisions because his mental state is terrible throughout, he came out of the nightmare fight in arc 6 only to be forced to get on with a sin archbishop and an amnesiac Rem who is the opposite of a support for him in an enemy country.

Well I started explaining but it's too silly to have to explain to you that yes, some men can pass as women with less effort than others, and Subaru was established to both make clothes and practice voice training in previous arcs plus side stories... It's just so silly to lose your suspension of disbelief over something which literally happens all the time in the real world(many although not the majority, still many crossdressers and trans people pass without hrt, do voice training, use whatever measures to change their body shape when dressed, and may lack the body hair which outs others). So much so that I'm losing my suspension of disbelief! I don't believe you!

One thing im not sure if you mentioned that i enjoyed was just seeing another country and how its people live, not that i tired of Lugunica but seeing more of the world and the people that live in it was really great. Regarding the crossdressing, Subaru has been constantly set up as a great crossdresser in side content; Rem/Sloth IF hints at it, with his skills in stitching and "My Fair Bad Lady" in a yet to be released in English side story collection (Tanpenshuu 3) from like 7 or 8 years ago. He was often mistaken for a girl at points during his life in Japan, and even crossdressing successfully at school for multiple days. Its a little odd, especially if you had no Inclination that subaru had this unique skill (iirc he made the stuffed toys for Meili at the start of Arc 6 and he could sew well in the anime), but it gives some extra context as to why Subaru is the way he is.
My thoughts when Reading Vol 27 was also that Subaru should just get the fuck out of there and go back to Lugunica. So, when they did, I was really satisfied. BUUUT, then... after fleeing from Guaral, Subaru decides to go back to the Shudrakians so he could punch Vincent in the face...? I was quite upset with that decision. IMHO, it would have made much more sense if they travelled north instead, and went in the direction of Lugunica. Why the hell would he go back to Vincent? He fleed from Todd, he is "safe" now and can resume going back to Lugunica, I still don't see how going South would be the best way to go. Some people say that he doesn't know the land, that he is a foreigner etc... well, that doesn't matter, since he has Medium and Flop with him, they can guide him to the border. And they would absolutely help him, they already proved that. I don't know... I know that him going south is the whole point of the Arc, but I still think it is utter bullshit, there must have been better ways to force him to go south. Thats my only nitpick in this volume, other than that and the crossdressing, I enjoyed all of it
I overlooked that because he was saved by the Shudrak and was in complete panic after being popped by Todd so many times in a row. Medium has proven to not be strong enough to defend against Jamal and there was no guarantee that they wouldn't be chased further. I can buy that going back to the village (the only safe place they know), was the "best" decision. I do think your criticism is super on point though. It's clear from the narrative direction (and the names of Arcs 7 and 8 lol) that Subaru will get dragged further into this. I hope the story keeps making sense as to why Subaru doesn't just prioritize getting Rem out of this mess

The two of them just sitting down and having a conversation like a couple of mature adults would dissipate a lot of the interpersonal tension between them. Tappei wants to keep that tension, so he just keeps coming up with continuously more contrived reasons for them not to talk. It really drags the arc down a lot in my opinion.
