I would like to have 3 tandem truck loads of that loose black soil. We live in Arkansas, USA and we grow rocks here. It's tough to get wonderful topsoil like that.
In sweden they dont even mow the edges anymore "to save the insects"... It looks really ugly and makes the ditches flow over and less able to see pedestrians

If you have no idea, it's better to keep your mouth shut. These are flood ditches and are designed to drain off the water as quickly as possible during heavy rainfall so that there is no flooding that causes major damage or even endangers human life. The machine was The machine was designed to quickly and efficiently handle the many kilometers of flood ditches which protect lives and property. Knowledge is power. It's a shame if you have neither one nor the other

Don't feel alone! In Italy is just the same. They rather spend lots of money after a disaster with lifes ruined or even lost, rather than spending few, every now and then for maintenance... very frustrating. But politicians are people of another planet

I wonder if it's the same at the local authorities level here in the UK. I know for a fact that we have the technology for automatic pothole detection and reporting to the councils, but they request that we don't implement it in our software. Because if someone hits a pothole and has an accident, the council are not on the hook for liability (in part or in full) by stating "they had no knowledge of the pothole's existence" but the moment some automated system informs them of a pothole, and they do nothing about it, they are up the creek. So, the technology exists, but they are blocking it on purpose.. So something as dodgy as "not repairing something and let it break" is not outside of the realm of possibilities.
The UK used to look after verges like this once upon a time long ago. It was called 'siding' and the council would be the ones that did it. It was all manual labour. It was long before my time, but my father is old enough to remember them doing it.
Costs a whole lot more to dredge out ditches when they are clogged with brush than it is to maintain them. Same with the road work where they were scraping the grass away or pudding down gravel. The water cannot get off the road properly if there is sod blocking the way. Much cheaper to scrape it away than to replace a road when excess water ruins the road. This is why the roads are generally much better in Germany.
