His power is to give himself powers, not to make personalities with powers.

Legion DOES have more direct experience in psionics...so he COULD theoretically get in a mental sucker punch. But if Franklin can repel mental assaults form multiple celestials, i wouldn't bank on that. anything other than that, Franklin can alter reality on a MUCH larger scale. Legion's reality-altering cosntructs have, in canon, generally been makeshift and temporarty things.

I don’t much about Legion, but it does get me to wonder: if Legion’s vast powers are derived from all the multiple personalities, then how much is he really in control of his own powers? If every personality has their own individual consciousness, personality, and morality, then how much can we really say Legion can control them and use these powers at will??

*Narratively speaking,* the writers wrote themselves into a corner. With these characters being this overpowered, they won't have any adversity because of their power. Who could they lose to that will make sense? Plus everybody in the marvel universe is rendered useless and if they ever get into a jam they could just call up Franklin or Legion. People clearly don't understand that Whole Franklin/Galactus feat......All Franklin did was resurrect Galactus...Franklin is the same power level that Galactus is...and it showed. They both took out Celestials and they both would've died if Franklin didn't get his younger selfs power and revive Galactus. Legion 1 shotted all of the Limbo Elder Gods...it doesn't matter if they had feats or not because Dormammu, Hela, Mephisto, and the other Hell Lords were scared of them. Yet 1 of Legion's billions of Personalities one shotted them. And that was before he had a billion powers and was only stated as having 200 omega level personalities....Current Legion has billions of powers as stated by Mother Righteous.."He has every power you can think of and a billion that you can't." Remember that Mother Righteous wanted to use Legion's power to transcend to a Dominion. Galactus pales in comparison...just because we haven't seen Legion and Galactus talk/fight doesn't mean that Legion can't beat him.
This is with the assumption Legion has the mental faculties to maintain his strongest forms, while Franklin suffers no such mental blockades. Legion is a human Russian Roulette, if he hits the right personality it’s over. IF.
Depends on which version of Legion you're talking about... weakest to strongest forms 1. Not in full control(personalities can randomly take over) 2. Legion in control (only using 1 personality at a time) 3. Legion fully merged with all of his personalities(in which he no longer has personalities, only powers) 4.Transcended Legion (in which he transcends beyond to the realm of the Dominions leaving his mortal body behind..The only reason I say he gets that high and not higher is because at the very lowest we know he gets that high...and that's because when we saw future Legion transcend the Enigma(a Dominion) stopped him before he could fully transcend...so at the lowest he reaches that realm)

He's literally stated to transcend everything, magic, mutants, machines, sorcerers, etc. Mother Righteous wanted to use Legion's power to transcend herself into a Dominion. You might wanna fully look up Legion before stating false things.
Franklin is stronger, but the concept of Legion- being power generation, if written well (like Si Spurrier does), could be like the ultimate plot armour... the creativity of the writer can introduce powers to negate any threat. And, he has built in fallibility too, with his fractured psyche, so you don't have to create unbelievable ultimate power mutants like bendis did... (the beyonder mutant, matthew molloy or miranda)
if you eliminate the writers, then it would be a stale mate… only because if one starts to lose then can retreat to an alternate space and/or time. legion had trouble harming nate grey… franklin had trouble with celestials… so its left to the imagination.

Franklin wins. A suppressed Legion lost to Uranos whom stated (suppressed) Legion was equal to himself. Life Seed Nate Grey defeated Legion in his own mind. The common denominator is that Legion has insecurities about his dad never respecting his manhood so he's emotionally stunted and doesn't have the confidence to lead the Xmen. These insecurities has caused weaker individuals such as Life Seed Nate Grey who was unable to escape the mind and body of Legion and Uranos who was equal to a suppressed Legion defeat him. As a result regardless of his powers that insecurity of never getting the masculine affirmation from his father but continuously rejected by his dad will cause him to lose to Franklin who will automatically see it and use it to psychologically destroy Legion's confidence and mental stability. Franklin's equal to Knull the symbiote god who enslaves celestials and by default would annihilate Galactus. He's also equal to the Black Winter whom Glactus was his herald. He's a poweful guy.

@ I agree with how they treat Franklin but I disagree about Legion he has a decent amount of universal+ feats/statements. When he erased the Elder Gods from that reality. When he put the 616 in a box. When the Progenitor called him a Universal Destroyed/Creator. When he made the altar by pulling things in from baseline reality. Plus the comics mention multiple times how his mind is like a universe of its own everytime he pulls someone in. But I agree the don’t give him anywhere near as many feats as they give Franklin.

1. Not in full control(personalities can randomly take over)
2. Legion in control (only using 1 personality at a time)
3. Legion fully merged with all of his personalities(in which he no longer has personalities, only powers)
4.Transcended Legion (in which he transcends beyond to the realm of the Dominions leaving his mortal body behind..The only reason I say he gets that high and not higher is because at the very lowest we know he gets that high...and that's because when we saw future Legion transcend the Enigma(a Dominion) stopped him before he could fully transcend...so at the lowest he reaches that realm)

These insecurities has caused weaker individuals such as Life Seed Nate Grey who was unable to escape the mind and body of Legion and Uranos who was equal to a suppressed Legion defeat him. As a result regardless of his powers that insecurity of never getting the masculine affirmation from his father but continuously rejected by his dad will cause him to lose to Franklin who will automatically see it and use it to psychologically destroy Legion's confidence and mental stability. Franklin's equal to Knull the symbiote god who enslaves celestials and by default would annihilate Galactus. He's also equal to the Black Winter whom Glactus was his herald. He's a poweful guy.
